InsCipher continues to support surplus lines brokers in navigating complex, state-specific filing requirements - especially around Risk Purchasing Groups (RPGs), which often face inconsistent treatment across jurisdictions. While affiliated groups fall under the NRRA’s home state rule, unaffiliated RPGs remain a regulatory grey area.
To address this, InsCipher closely monitors legislative developments, including SLAI’s introduction of an initiative, SB 1289 aimed at extending the NRRA home state rule to unaffiliated group insureds. If adopted, this change would mark a major step toward more streamlined compliance and filing efficiency. However, it also introduces potential complications, particularly in states that may still require filings for certificate holders residing in their jurisdiction, even when the master policy qualifies for filing entirely in Illinois as its home state.
